Job Description:

Federal Ministry of Health would like to invite competent applicants for the following post:

Job title: HTS Technical adviser: Grade II

Employment Type: Contract
Salary: Negotiable
Employment term: one year with possible extension
Duties and Responsibilities:
Under direct supervision of HIV program coordinator and disease prevention and control directorate director, HTS Technical adviser will be in charge of the following main duties and responsibilities;
  • In coordination with programme focal person, provide technical support to National HIV program, to achieve planned targets with specific duties to:
    • Provide technical support in all aspects of HIV program to achieve the planned targets.
    • Provide technical support on planning and implementation of HTS activities.
    • Participate and contribute in planning, monitoring and evaluation of HIV program.
    • Assess arid determine effectiveness and feasibility of advocacy and communication strategies.
    • Recommend innovative strategies of targeted communication strategies to address HIV-related stigma, and reach key population.
    • Monitor implementation of national strategies and action plans for sustained engagement of CSOs, partners and PLHIVs in Ethiopia.
  • Participate in HIV program supportive supervision with timely written feedback.
    • Develop supervision tools and participate in the HIV program supportive supervision to RHBs, Zones, Woreda health offices and Health facilities, Develop reports and communicate findings to RHBs, the HIV team and other relevant bodies.
    • Ensure integration of Targeted testing strategy in routine programme supportive supervision tools.
    • Help to engage partners and private providers in HIV programme supportive supervision at various levels with timely written feedback.
  • In close collaboration with RHBs and partners, regularly monitor the implementation of targeted testing using different strategies, including patient data and chart review.
  • Coordinate with PFSA, and other stakeholders to advocate and support target based RTK allocation and distribution.
    • Support the implementation of innovative case detection activities, including partner services and HIV Self-Testing (HIVST).
    • Monitor and periodically participate in clinical mentoring and catchment area meeting to ensure consistent implementation of national guidelines recommendations and standard of care.
  • Participate and contribute in the development of national guidelines, strategic documents, annual plans and other relevant documents for the national program.
    • Provide technical support on the revision of HIS training materials based on recent updates.
    • Provide technical support on National NTC training of trainers to engage all care providers.
    • Monitor and review feasibility and effectiveness of the various strategies employed by HIV program for engaging all care providers.
    • Organize national orientation of stakeholders relevant for engaging all care providers.
  • Coordinate and provide technical support in HIS National technical working group forum.
    • Participate and contribute in different national level technical working groups, forums, meetings, workshops to strengthen the HIV program and to ensure FMoH directions in partnership forums.
  • Do additional tasks as assigned by the national HIV program coordinator and disease prevention and control directorate director.
Requirements: Educational background and work experience:
  • MD with MPH and 4 Years of related work experience; or MD and 7 Years of related work experience; or MSC and 9 years of related work experience or BSc degree in Health related fields and 12 Years of related work experience, Out of which at least 4 years of direct experience on, HIV/AID prevention and control at various levels, preferably at national level.
  • Experience in implementing nationally recommended strategies and Policies at regional and national levels.
  • Demonstrated knowledge and insight of national HIV program design, implementation, monitoring and key strategies for engaging all care providers.
  • Relevant knowledge and experience in capacity building on HIV program (i.e. facilitation skill, training, supportive supervision, coaching etc.)
  • Experience working as member of HIV technical working groups is preferable.
Required Skills:
  • Excellent in supporting RHBs, zone and woreda health offices and health facility staff regarding HIV program.
  • Ability to establish and maintain effective working relationships with staff at national and regional levels and partner organizations.
  • Computer literacy; Solid computer skills in MS-Office applications, including MSWord, MS Excel and PowerPoint, Internet and email systems required.
  • Ability to use additional statistical packages for analysis an advantage e.g. SPSS, Epi-lnfo
Both the Civil service and FMOH/RHB Human Resource Development rules and regulations will be applied to guide the day to day activities and performance of the adviser.
As new priories emerge, the FMoH may periodically revise the TOR for this position.
