Humanitarian Senior Program Manager

Ireland has enjoyed bilateral relations with Ethiopia since 1994, when its Embassy in Addis Ababa was first opened. Ireland’s engagement in Ethiopia is guided by the Government of Ireland’s general foreign policy which seeks to promote a more secure, just, fair and sustainable world. Irish Aid, Ireland’s programme for international development, envisages a world where people are empowered to overcome poverty and hunger, and fully realise their rights and potential. Irish Aid in Ethiopia therefore aims to benefit the poorest and most vulnerable sections of society.
The programme has been developed with a strong focus on tackling hunger and under-nutrition, improving maternal health, strengthening civil society, supporting livelihoods to respond to the challenge of climate change and working with the most vulnerable through social protection programmes. Given Ethiopia’s vulnerability to drought and the surge in internal displacements, humanitarian assistance is also a key focus. The Embassy also provides a consular service to Irish citizens, and visa services to those wishing to travel to Ireland.
The Embassy of Ireland/Irish Aid is now recruiting a Humanitarian Senior Program Manager to lead on the Humanitarian pillar of the Country Strategy Plan

Overall Role and Responsibility
The Humanitarian Senior Programme Manager (HSPM) — has responsibility for leading on strategic planning, technical advice, partnership management, and the assessment of programme proposals and monitoring of agreed programmes under the Humanitarian pillar of the Irish Aid Country Strategy.
Applicants will need to demonstrate that they have a well-established track record of good performance working on Humanitarian Assistance. Candidates should be familiar with humanitarian principles and standards (SPHERES) — particularly challenges to effective humanitarian responses that is presented in a context such as Ethiopia.
  • Academic qualification (preferably at master’s level) as well as 5 years progressively responsible management experience in areas of relevance to the requirements of this position (e.g. humanitarian, disaster risk management, vulnerability, etc.).
  • Knowledge and understanding of theories, concepts and approaches relevant to humanitarian responses, disaster risk reduction and determinants of vulnerability in the Ethiopian context.
  • Familiarity with key national policies, institutions and program delivering on humanitarian assistance.
  • Sound knowledge and experience of recent development and approaches in international practices in humanitarian assistance and cross cutting sectors including gender disaster risk management, climate change, social protection and resilience program.
  • Familiarity with the key principles and practices of effective delivery of humanitarian assistance.
  • A willingness and ability to travel frequently, often to remote areas.
  • Excellent written and spoken English and Amharic.
  • Good communication and negotiation skills, with an aptitude for external representation and networking.
  • Excellent computer skills including Outlook, Word, Excel and Power point.
